In the back drop of filing this petition by BESCOM for determination of Additional Surcharge of Rs. 1.65 per unit to be applicable for FY 2026 with effect from 01.4.2025 to all Open Access Consumers, the Commission upon hearing the petitioner on 23.09.2025 had admitted the petition and directed the office to take necessary steps to hold public hearing on the subject matter. Accordingly, public notice was issued on 09.10.2025 and thereby stakeholders and open access consumers coming under the jurisdiction of BESCOM, MESCOM, GESCOM, HESCOM and CESC were invited to file their objections/reply/ suggestions to the Secretary, KERC within 30 days from the date of publication. However, in the meantime, the petitioner BESCOM has filed an amendment application / petition on 29.10.2025 in the registry. Hence, the case is once again called for hearing on the said amendment application on 30.10.2025. Smt. Harini S. DGM(RA) & Sri. Ajai Yagati, AAO(RA), BESCOM present in person, made submissions to clarify/appraise the commission as to why the amendment is sought duly explaining the reasons in support of data filed earlier along with original petition and prays to allow the amendment application. Commission heard the officers of BESCOM, noted their submissions, allowed the amendment application / petition, directed them to carry out the amendment in the main petition and file the amended petition in the registry. Further directed to file brief synopsis on the data used, methodology for revising the Additional surcharge and the basis of the change duly uploading the same in the official website of ESCOMs on 30.10.2025. Further, the Commission ordered to hold public hearing on this issue on 13.11.2025 at 11.00am in the Commission court hall. Further, registry to upload the amended petition on the Commission’s website and to issue public hearing notice in a daily newspapers both in Kannada and English.

Commission heard the submissions made by the officer of petitioner-BESCOM, admitted the petition and directed the office to take necessary steps to hold public hearing duly following the procedure and to fix up the suitable date for holding public hearing on the subject matter.
