Having regard to the facts and circumstances of the case and considering the submissions and in the light of the above order of this Court, this Writ Petition is disposed of, at the stage of admission, with the consent of both the counsel, directing the petitioners to make a fresh application/repres ion/representation before the District Collector/3rd respondent herein, bringing all the facts with relevant records, within fifteen (15) days from the date of receipt of a copy of this order, on such application/representation, the 3rd respondent shall consider the same, taking all relevant records into consideration and pass appropriate orders as per Rules within two (02) months from the date of receipt of application/representation from the petitioners.

No costs…” 2.

After notice, the contemnors have filed counter affidavit along with the proceedings passed by the District Collector, Visakhapatnam, dated 02.05.2023.

Considering the said proceedings, this Court is of the opinion that though there is some delay in implementing the orders, but, there is no willful disobedience.

Hence, this Court is not inclined to entertain the contempt.

Accordingly, this Contempt Case is closed.

There shall be no order as to costs.
