THE HON’BLE SRI JUSTICE MUMMINENI SUDHEER KUMAR WRIT PETITION No.17062 of 2022 ORDER: Heard learned counsel for the petitioners and learned Government Pleader for Revenue appearing for the respondents.
With their consent, this writ petition is disposed of at the admission stage.

This writ petition is filed seeking a writ of mandamus to declare the action of the respondents, particularly respondent No.3, in not including petitioners lands admeasuring Ac.1.30 guntas in Survey No.91/1/AA and Ac.1.00 in Survey No.91/1/E of Gundapalli Village, Yadagirigutta Mandal, Yadadri Bhongir District, in the online DHARANI record without any reason, as illegal and arbitrary.

The petitioners alleges that the petitioners are the absolute owners and possessors of agricultural lands admeasuring Ac.1.30 guntas in Survey No.91/1/AA and Ac.1.00 in Survey No.91/1/E of Gundapalli Village, Yadagirigutta Mandal, Yadadri Bhongir District.
Their names were mutated in the revenue records viz., proceedings No.B/3171/2011, dated 25.07.2011 and they were also issued passbooks and title deeds 2 in respect of the said extents of lands.
After digitalization of revenue records, their names were updated and were issued digital passbooks also.

However, on introduction of DHARANI, the names of the petitioners are not being reflected in DHARANI portal.
Therefore, the petitioners sought information under the Right to Information Act about the information relating to deletion of their extents of lands and their names in the DHARANI portal.
The Tahsildar, Yadagirigutta Mandal, respondent No.3, through his letter dated 26.04.2020 informed the petitioners that there are no amendments made to the revenue records since the year 2019-2020.
The short grievance of the petitioners is that without there being any order for making amendments in the revenue records and after issuance of new digital passbooks, the names of the petitioners are deleted from DHARANI portal and depriving them from enjoying their lan their lands.
Therefore, the petitioners submitted representations on 06.01.2022 and also online application Nos.LM2100024607 and LM2100024673.
However, the respondents are not considering the said representations and the online applications made through DHARANI portal and therefore sought a direction to the 3 respondents to consider the said representations and online applications.

Taking into consideration the fact that the representations and online applications of the petitioners which are pending since January, 2022, this writ petition is disposed of directing respondents 2 and 3 to consider the representations dated 06.01.2022 and the online applications Nos.LM2100024607 and LM2100024673 made through DHARANI portal and pass appropriate orders in accordance with law within a period of six weeks from the date of receipt of copy of this order by duly assigning the reasons in support of the said decision and communicate the said decision to the petitioners.
