Respondents O R D E R (Oral) SANJEEV KAUSHIK, (Member) (J): At the outset, the learned counsel appearing for the applicant prays that the applicant would be satisfied if a direction is issued to the respondents to decide his pending representation dated 19.10.2019 (Annexure A-4) in a time bound manner by passing a reasoned and speaking order thereon.

Considering the prayer of the learned counsel for applicant, the O.A. is disposed of at the preliminary stage, by directing the Competent Authority amongst the respondents to decide the indicated representation of the applicant by passing a reasoned and speaking order thereon within a period of 4 weeks from the date of receipt of certified copy of this order.
The order so passed be duly communicated to the applicant.
It is made clear that disposal of the O.A. may not be construed as an expression of any opinion in so far as merit of the case is concerned.
